Post-Storm Dock Electrical Safety: Leave the Breaker Off

After flooding, the only safe homeowner moves around dock power are keeping the breaker off, looking from dry ground, and calling a licensed electrician. Here's why.

This is the shortest list on the whole storm center, and the one with the least room to improvise. After flooding, there are exactly three things a homeowner should do about dock electrical: keep the power off, look from dry ground, and call a licensed electrician. That’s it. There is no fourth item, and anyone offering you one online should be ignored.

The reason for that strictness is specific to waterfront property. On a dock, a fault doesn’t just trip something or start a fire — it can put current into the water people swim in, and energized water looks exactly like ordinary water.

Why does the breaker stay off?

Because you cannot tell from the outside whether a flooded circuit is safe. Dock power runs through conduit, junction boxes, outlets, light fixtures, lift motors, and control boxes, all of it out over salt water. Any one of those can have taken on water in a way that leaves no visible sign.

Turn that circuit back on and you’re testing your hypothesis with the canal as the experiment. If a conductor, a motor winding, or a bonding connection has failed, the current goes looking for a path — and on a dock, that path runs through the water.

So: dock, lift, and dock-lighting circuits stay off at the breaker until a licensed electrician has inspected, tested, and cleared them. If a breaker tripped during the storm, leave it tripped. That trip is protection doing its job, and resetting it to see if it holds is the most common dangerous move we hear about. Note the circuit and tell the electrician.

What can a homeowner actually do?

Look — from dry ground, with the power off — and write down what you see.

That means standing on solid, dry footing and visually noting:

  • A waterline or salt crust on lift motors, gearboxes, control boxes, or the dock panel
  • Corrosion, green or white powder, or rust bleeding at fixtures and connections
  • Cracked, missing, or hanging covers on outlets and junction boxes
  • Conduit that’s crushed, pulled apart, or hanging free
  • Dock lights or fish lights knocked loose, submerged, or dangling by their wire
  • Any conductor you can see at all — that’s a stop-everything finding

Photograph all of it. Then stop. That list is a briefing for your electrician, not a to-do list for you. Do not open covers, do not disconnect anything, do not pull a fixture down to look at it, do not reach out over water, and do not use a meter on a dock circuit. The gap between “looks fine” and “is safe” on a flooded marine circuit is not something you can close by eye.

Why is salt-flooded equipment still a problem if it works?

Because salt doesn’t dry out — it stays and keeps working. Fresh water can flash off and leave gear serviceable. Salt water leaves conductive, corrosive residue inside windings, contacts, terminal strips, junction boxes, and ground connections, and that residue keeps eating metal long after the outside looks and smells dry.

The dangerous version is the one that starts right up. A lift motor that spins, a light that comes on, an outlet that reads normal — all of that is a snapshot, not a clearance. The failure comes later, when a corroded connection finally loses continuity, or a compromised ground stops carrying fault current where it’s supposed to go. Same with GFCI and ELCI devices: a submerged protective device may not trip when you need it to, and the one thing more dangerous than no protection is protection you’re counting on that no longer works.

Working is not the same as safe. Every piece of dock electrical gear that was underwater gets evaluated, and a lot of it gets replaced. That’s the honest answer, and it’s why we cover this separately from the boat lift triage page, where the mechanical checks live.

What if someone feels a tingle or a shock in the water?

Everyone out of the water, right now — and nobody goes in after them.

A tingle near a dock means stray current is in the water, and current strong enough to be felt is strong enough to paralyze a swimmer’s muscles. That’s the mechanism behind electric shock drowning, and the person in trouble usually can’t swim to the ladder. A rescuer who jumps in becomes the second victim.

The sequence:

  1. Shout for everyone to get out and swim away from the dock, toward open water or a shoreline away from the structure.
  2. Reach or throw from land or the dock — never enter the water.
  3. Shut power off at the breaker.
  4. Call 911.
  5. Nobody goes back in until a licensed electrician has cleared the system.

Who handles the repair after the electrician clears it?

The electrician owns the power; we handle everything the power runs to. Can I turn my dock power back on after the water goes down?

No. Leave it off at the breaker until a licensed electrician has inspected the system and cleared it. Once dock wiring, an outlet, a lift motor, or a light fixture has been submerged — especially in salt water — energizing it can put current where people swim. Dry weather and a dry-looking panel are not evidence that the system is safe.

My boat lift still works after being underwater. Is it fine?

No, and this is the most dangerous version of the problem. Salt water gets into windings, contacts, junction boxes, and grounds, and the corrosion continues from the inside long after everything looks and sounds normal. Equipment that runs today can develop a fault later, and a fault on a dock circuit can energize the water around it. Working is not the same as safe — it needs to be checked.

What should I do if someone feels a shock in the water near the dock?

Get everyone out of the water immediately and do not enter the water to help — a rescuer entering energized water becomes a second victim. Get people to shore by reaching or throwing from land or the dock, then shut power off at the breaker and call 911. Nobody re-enters the water until a licensed electrician has cleared the system. This is the pattern behind electric shock drowning, and it is why a tingle is never something to shrug off.

Should I reset a breaker that tripped during the storm?

No. A breaker that tripped is doing exactly what it exists to do. Resetting it to see whether it holds re-energizes a circuit that may be shorted, submerged, or damaged. Leave it off, note which circuit it was, and tell the electrician — that trip is useful information.
