What does a three-line form tell you about your wall?
That a seawall is an assembly, and the assembly gives way in stages.
Owners carry two ideas about a wall: it’s fine, or it needs replacing. The city’s form doesn’t offer that choice. It offers a back, a top and a whole, and treats the first two as permitted work rather than tidying. Read in order, it’s a repair ladder:
- The water behind the wall. The first rung, and the least dramatic: drained ground is far lighter than saturated ground and pushes far less.
- The cap. It ties the top of the wall together and keeps water off what’s underneath.
- The wall itself. The last rung, and much the costliest one to reach without having stood on the other two.
Which rung a wall is on is judged standing at it — repair versus replacement works through the call.
So is it concrete or vinyl?
The question owners open with, and it decides less than they think.
Concrete carries most of the older waterfront and fails from the inside out: the panel is sound until water reaches the reinforcement within it, and the damage then works outward toward the face you can see.
Vinyl is the usual choice on newer walls and replacements, and salt does nothing to the panel. But a vinyl wall is only vinyl where you can see it — the rods and anchors behind it are steel in wet ground, there’s still a cap on top, and the soil still holds water.

It also changes what evidence means. But if wake is working your wall, that’s a condition somebody could change. The tide isn’t.

Does it matter which water your wall is looking at?
It does, and you can read most of it from your own lawn.
Exposure isn’t a property of the island; it’s a property of the sightline from your wall. Stand at it and look out: how far does water run before something interrupts it, and across how wide an arc?
- Inside the canal network, a wall looks at the opposite bank. Water in front of it has nowhere to build.
- On one of the interior bays — Roberts Bay, Clam Bay, Factory Bay, Smokehouse Bay, Collier Bay — it looks across open water, and wind running the long way down a bay arrives with more behind it.
- On the Marco River, or where the island opens toward a pass, the arc is wider again.

What tells you which repair you’re facing?
Your yard, mostly — and it speaks before the wall does.
A wall reports its condition through the ground around it, not through its own face. Which makes walking the lawn the most useful habit on this page:

The rest of it is unremarkable maintenance: keep the drainage working, look at the lawn before the cap, and wash the wall occasionally — a clean wall is a readable one.
Where does rock fit, if the form has no line for the toe?

Rock set at the base changes what water does when it arrives. Instead of meeting a flat vertical face and rolling down to work at the bed below, the energy breaks up through the gaps between stones — aimed squarely at the failure that ends more walls here than any material choice ever has.
As a shoreline in its own right rather than a wall’s companion, it’s a lot-by-lot answer. Rock works by lying back on a slope, so it takes horizontal space a vertical wall doesn’t, and plenty of Marco lots are already built out to their edges.
